There are not many sources that describes what these brown, leathery strings were used for and their purpose, but I could infer that they were likely made from dehydrated rawhide, like the rest of the bag, and were used to hold the opening flap down during travel to prevent anything from falling out probably by wrapping the strings around the two loops, made out of the same material, on each side of the bag.
For Parfleche bags as small as this example a common thing that would be kept inside would be pemmican and other foods that would be dried in the sun, wrapped in hide for protection and fermentation.
